Saint Lucia Flag State Services
Statutory certification, surveys and support for ships on the Saint Lucia register
Saint Lucia flag state services keep registered vessels in compliance after registration. They cover statutory certification, the oversight of surveys and inspections, safe manning and the endorsement of seafarers.
What the Saint Lucia flag state does
Every ship takes the nationality of the state whose flag it flies. That state, the flag state, is responsible for the compliance of the ship with the international conventions on safety, pollution prevention and crew standards. For ships on the Saint Lucia register, this responsibility rests with the Saint Lucia Maritime Authority.
Flag state services for registered vessels
- Statutory certification: the issue and management of the certificates that registered vessels must carry under the conventions.
- Surveys and inspections: oversight of the surveys and inspections needed to keep those certificates valid.
- Safe manning: documents setting out the minimum crew a vessel must carry.
- Seafarer endorsements: recognition of certificates issued by other administrations. See the guide to the Saint Lucia flag state endorsement.
- Marine notices: guidance and requirements published for owners, masters and seafarers. See marine notices.
Conventions applied
The Registry promotes the application of the main international maritime instruments to ships under the Saint Lucia flag:

- Prevention of Pollution from Ships (MARPOL)
- Standards of Training, Certification and Watchkeeping (STCW)
- Maritime Labour Convention, 2006 (MLC, 2006)

After registration
Registration is the start of the relationship with the flag state. The Registry continues to support owners with certificate renewals, changes of ownership, mortgage registration and questions raised by port state control officers abroad. For registration itself, see Saint Lucia ship registration.
