Saint Lucia Flag State Endorsement: COC Endorsement Requirements and Application

Understand the difference between a COC and endorsement, the documents that may be requested and the checks to complete before applying.

Saint Lucia COC endorsement requirements, application and documents

Introduction

A Saint Lucia flag state endorsement is the document that recognises a Certificate of Competency issued by another country for service on a Saint Lucia flagged vessel. A COC and a COC endorsement are related but should not be treated as interchangeable documents. Seafarers often need to establish what their existing professional certificate is and what additional flag-state documentation is required for the vessel or employment concerned. This guide focuses on the endorsement side of that process.

What is a COC endorsement?

An endorsement is documentation associated with recognition or acceptance of a seafarer’s existing qualification for the applicable flag-state context. The exact legal purpose and application route should be confirmed from the current Saint Lucia requirements.

Who needs a Saint Lucia flag state endorsement

Masters and officers who hold a Certificate of Competency issued by another administration need a Saint Lucia flag state endorsement before they serve on a vessel registered in Saint Lucia. This applies to deck officers, engineer officers, electro-technical officers and GMDSS radio operators whose position on board requires a certificate under the STCW Convention. Ratings are generally not endorsed in the same way, although their certificates of proficiency must still be valid.

Shipowners and managers should check that every officer listed on the safe manning document holds, or has applied for, an endorsement before the officer joins.

Recognition under STCW Regulation I/10

Regulation I/10 of the STCW Convention sets out how one administration recognises certificates issued by another. Before recognising a certificate, the flag state has to be satisfied that the issuing country meets the Convention standards for training, certification and quality control. The flag state then issues an endorsement attesting that recognition.

In practice this means the Registry confirms the authenticity and validity of the underlying certificate with the administration that issued it. The endorsement carries the same capacity and limitations as the original certificate and cannot remain valid beyond its expiry date. If the national certificate is suspended, withdrawn or expires, the endorsement lapses with it.

STCW allows a seafarer to serve for up to three months while an endorsement application is being processed, provided documentary proof of the application is kept on board. Ask the Registry how this applies to your case before relying on it.

COC versus endorsement

A COC relates to professional competency. An endorsement is connected with the acceptance or recognition of a qualification in the relevant flag-state context. Because the two serve different purposes, an applicant should not assume that holding one automatically means the other is unnecessary.

Prepare the underlying certificate first

Before applying for an endorsement, check that the underlying COC is valid, legible and belongs to the applicant. Keep supporting qualification and training records available if verification is requested.

Verification and consistency

Names, dates of birth, certificate numbers and rank information should be consistent across the submitted documents. Differences can create the need for clarification and may slow the review process.

Renewal and replacement

If an endorsement is approaching expiry, has expired, is lost or contains incorrect information, use the current procedure provided by the competent authority. Do not rely on an old application checklist because maritime requirements can change.
